STCW HELM Operational Certificate

From 1 September 2013, anyone applying to the MCA for a Certificate of Competence will need a HELM certificate in addition to the existing requirements. There are 2 levels of HELM; Operational level (3 day course) and Management level (5 day course).

Which CoC needs the HELM (O)?

This full list of qualifications needing the HELM Operational certificate is available on the MCA website. Included on the list are:

  • Master 200 - OOW 500
  • OOW Yachts less than 3000GT
  • Yacht Engineer Y4 & Y3
  • Engineer Officer of the Watch
  • Master (Tug less than 500GT and 3000GT) Near Coastal

If you are applying to the MCA for the above qualifications you can do the 3 day HELM (Operational Level) course instead of the longer Management level course. 

 

Course Content:

  • Identify good practice in shipboard human resource management 
  • Identify the importance of the 'human element' in shipboard operation
  • Apply the underpinning knowledge related international maritime conventions and recommendations, national regulations, and codes of practice and guidelines covered in other mandatory units when controlling the operation of the ship and the care for persons onboard at the operational level
  • Apply the elements of task and workload management including, planning, co-ordintion, allocation and prioritisation of human and physical resources when controlling the operation of the ship and care for persons onboard 
  • Apply effective resource management techniques with regard to: allocation, assignment & prioritisation of resources; use of effective communications onboard and ashore 
  • Team-working principles
  • Use of assertiveness, leadership and motivation principles
  • Identifying and considering generated options including the decision-making process; the influence of culture on decision-making; selecting a course of action; and evaluating outcome effectiveness
  • Managing fatigue and stress with regard to:
    • Causes and effects of fatigue
    • Causes and effects of stress
    • Relation between fatigue and stress
    • Identifying signs and symptoms of stress and fatigue
    • Developing stress and fatigue management strategies to prevent stress and fatigue from affecting safety
  • Contribute to shipboard training, learning, assessing and developing human potential with regard to:
    • Formal and informal learning
    • Learning from mistakes
    • Continuous professional development
    • Shipboard training, learning, coaching, mentoring and assessment.

The training forms part of the requirements for basic training for seafarers employed or engaged in any capacity on board ship on the business of that ship as part of the ship's complement with designated safety or pollution prevention duties in the operation of the ship. The training must be undertaken before new entrants are assigned to any such shipboard duties.

This training is now required by all personnel employed or engaged onboard ships which the ISPS code applies (International Ship and Port Security Code). This applies to any vessel over 500 gross tonnage as well as port facilities serving these vessels. This half day course is based on Regulation VI/6, paragraph 1 and Section A-VI/6, paragraph 4 of the STCW Convention and Code 1978, as amended.

The course is designed for officers in charge of a navigational watch, for experienced officers and those with navigational responsibilities. It is based on the Merchant Navy Training Board and IMO 1.27 Model Course syllabus. The training aims to equip the student with the fundamental knowledge and skills needed to keep a safe navigational watch using electronic chart display and information systems (ECDIS), interfaced with other onboard equipment to maintain safety of navigation.

The AEC1 is a 5 day course, and is a step up from the RYA 1-Day Diesel Engine Course. It is what many marine engineers will know as the original AEC. The objective of the course is to provide a basic theoretical knowledge and some practical hands on experience of diesel engines and systems. To make the course as practical as possible we use a Volvo and Yanmar engine which we strip down to their component parts and hopefully put back together again.

The AEC 2 is the second half to the full AEC qualification. It is a 35 hour, 5 day enhanced course. The aim is to give the basic training to the engineer officers who want to pursue a career on 'Small Vessels'. The necessary training outlines the certification structure, examination and training requirements. It also explains the regulatory requirements regarding the implementation of intended training elements.

The Efficient Deck Hand Course is a practical and theory course covering deck seamanship skills and ship knowledge. Efficient Deck Hand (EDH) is the qualifying examination for an Able Seafarer Deck certificate. It is also a requirement for the issue of an Officer of the Watch (Yacht less than 3000GT) Certificate of Competency.
